As the Chicago Tribune reported this morning, University of Utah Economics Professor Richard Fowles and I have just completed an important article on the 2016 Chicago homicide spike. Through multiple regression analysis and other tools, we conclude that an ACLU consent decree trigged a sharp reduction in stop and frisks by the Chicago Police Department, which in turn caused homicides to spike. Sadly, what Chicago police officers dubbed the "ACLU effect" was real—and more homicides… [read post]

My co-authored amicus brief urges the Supreme Court to bring an end to decades-long abusive litigation by convicted murderer Russell Bucklew. In 1996, Russell Bucklew murdered Michael Sanders as his two young sons—only four and six years old—watched their father bleed to death in front of them. Then, as the young daughters of Bucklew's other victim, Stephanie Ray, cried and wailed for their mother, Bucklew handcuffed and dragged her away to endure hours of rape and torture.… [read post]

On Monday, I discussed Professor Fowles and my article about what caused the 2016 Chicago homicide spike. Our paper argued that the causal mechanism was likely an ACLU consent decree with the Chicago Police Department, which led to a sharp decline in stop and frisks—and, we believe, a consequent sharp increase in homicides (and other shooting crimes). Since our paper was announced in The Chicago Tribune, distinguished law professor John Pfaff has tweeted a series of comments about our article,… [read post]

[An interesting blog about politics, law, and culture] Tom Smith, a law professor in San Diego (and my brother-in-law), has an interesting blog on politics, law, and culture—"The Right Coast." Because of some technical issues, he has had to move the blog to a new location, found here. Tom has asked me to pass along this note, which I am happy to do. It's a fun little blog that may be of interest. The post The Right Coast Blog Moves to a New Location appeared first on Reason.com. [read post]

[An important new article argues that, in twelve states, the crime victim's right "to justice" should be given substantive and significant effect.] Twelve states have adopted state constitutional amendments protecting a crime victim's right "to justice." For example, in 1990, Arizona became the first state in the nation to begin a victims' rights amendment with a fundamental promise: "To preserve and protect the victims' rights to justice and due process… [read post]
